The Bureau of Fire Protection through the leadership of Director Barayuga submitted a Position Paper to the Senate of the Philippines showing its support to Senate House Bill No. 1239 entitled, “AN ACT BROADENING THE OPPORTUNITIES OF FILIPINO YOUTH BY ALLOWING GRADUATES OF K-12 ENHANCED EDUCATION IN THE PHILIPPINE NATIONAL POLICE AND [BUREAU OF FIRE PROTECTION], AMENDING FOR THIS PURPOSE THE PNP LAW, RA 6975 AS AMENDED BY RA 8551.”

As stated in position paper, the said House Bill “will provide equal work opportunities for all, especially to the underprivileged youth, who for one reason or another could not afford to go to college. It would likewise help the administration address the long-standing unemployment problem in the country considering that currently, unemployed individuals are both college graduates and graduates of vocational courses”.

Director Barayuga said that the BFP at present is in dire need of Fire Truck Driver-Mechanics as most of the Driver-Pump Operators have either retired or roughly about to retire and having the Bureau with minority of its manpower possessing the proficiency to fire truck operation, repair and maintenance.

Graduates of the K-12 enhanced education program may be admitted to the BFP provided that they pass all examinations to include entrance test and neuropsychiatric test to be facilitated by the BFP, Barayuga said. Likewise, applicants must be professional drivers (NC3) and mechanics certified by TESDA or any institution whose accreditation by the latter shall be subject to BFP’s concurrence or approval.

Successful applicants shall be considered uniformed personnel with the position of Fire Truck Officer (FTO) and shall be designated as Fire Truck Driver-Mechanic. FTO shall have salary grade (SG) lower than SG10. Thus for this purpose FTO3 shall have SG 8, FTO2 with SG 7 and SG 6 for FTO1.

Should FTOs decide to be Fire Officer 1, they must adhere to or comply with the BFP’s general qualification standards provided for under existing laws.

Lastly, the BFP humbly proposed a revision of the Title of the bill to: AN ACT BROADENING THE OPPORTUNITIES OF FILIPINO YOUTH BY ALLOWING GRADUATES OF K-12 ENHANCED EDUCATION IN THE PHILIPPINE NATIONAL POLICE AND [BUREAU OF FIRE PROTECTION], AMEMDING FOR THIS PUROSE THE PNP LAW 6975 AS AMENDED BY 8551 AND [RA 9263 AS AMENDED BY RA 9592].
